شهريت ترميمي ايڪٽ خلاف احتجاج يا احتجاج سٽيزنشپ امينڊمينٽ ايڪٽ (انگريزي ٻولي: Citizenship Amendment Act protests) سي اي اي (CAA) ۽ اين آر سي (NRC) احتجاج, سي اي بي ۽ اين آر سي احتجاج جي نالي سان پڻ سُڃاتو ويندڙ سٽيزنشپ (ترميم) ايڪٽ (سي اي اي CAA)، جيڪو 12 ڊسمبر 2019 تي قانون ۾ نافذ ڪيو ويو هو ۽ ملڪ ۾ شهرين جي قومي نيشنل رجسٽرڊ (اين آر سي) جي تجويز جي خلاف، ڀارت ۾ هلندڙ مُظاهرن ۽ احتجاجن جو هڪ سلسلو آهي. ڀارتي پارليامينٽ (10 ڊسمبر 2019 تي لوڪ سڀا ۽ 11 ڊسمبر تي راجيا سڀا طرفان) شهريت (ترميم) بل، 2019 پاس ڪيو. ان کان اڳ ڀارتي ڪابينا ان بل جي منظوري ڏئي چُڪي هئي۔[58][59] بل پاس ٿيندي ئي سموري ملڪ ۾ مظاهرن ۽ احتجاجن جو سلسلو شروع ٿي ويو. خاص ڪري آسام[60][61][62]، تريپورہ ۽ مني پور ۾ وڏي پيماني تي احتجاج ٿيو.[63] انهن احتجاجن ۾ ڪيترائي ماڻهو زخمي ٿيا ۽ ٻن ڄڻن جو موت ٿي چُڪو آهي.

پس منظر

شهريت ترميمي ايڪٽ 2019 هڪ اهڙو قانوني بل آهي جيڪو ڀارتي قانون شهريت 1955 ۾ ترميم ڪري ٿو ۽ 31 ڊسمبر 2014 کان اڳ افغانستان، بنگلا ديش ۽ پاڪستان کان آيل هندو، سک، ٻڌمت، جين مت، فارسي ماڻهن ۽ مسيحين کي شَهريت ڏيڻ جو دَڳُ (رستو) چٽو (صاف) ڪري ٿو. ان بل ۾ مسلمانن کي شامل ناهي ڪيو ويو، جنهنڪري هي احتجاج ٿي رهيا آهن. ان بل ۾ مهاجرن جي لاءِ نئين ملڪ جي شهريت ملڻ جو عمل جي مُدت 11 سال کان گهٽائي 5 سال ڪئي وئي آهي.

هي بل آسام اڪورڊ، 1985 جي ڪِلاز 5 کي پڻ سِڌوسنئون (براہ راست) چيلينج ڪري ٿو.

ان بل جي خلاف سموري ملڪ ۾ تحريڪون شروع ٿي ويون آهن. ملڪ جي شهرين تنظيمن (سول سوسائٽي) طرفان مخالفت ڪئي وئي آهي ۽ انڊين نيشنل ڪانگريس پاران ايوان پارليامينٽ ۽ ٻاهر سڙڪُن (روڊن) تي ملڪي سطح جو احتجاج شروع ڪيو ويو آهي.

تاريخ

شروع ۾ اُتر اوڀرندي رياستن پاران ان بل جي حمايت ڪئي وئي هُئي. بي جي پي طرفان آسام ۽ اُتر اوڀرندي هندستان جي ٻين رياستن سان وعدو ڪيو هيو تہ هو انهين رياستن ۾ انهن غير قانوني مهاجرن کي بي دخل ڪندا، جيڪي 25 مارچ 1971 کانپوءِ مُلڪ ۾ گهِري آيا هيا. ساڳئي ڳالهہ آسام ٺاهہ (آسام اڪورڊ) ۾ چيل آهي. انهن وعدو ڪيو هيو تہ شهريت ترميمي بل آسام اڪورڊ جي خلاف نہ هوندو. اُتر اُڀرندي رياستن جي 14 لوڪ سڀا سيٽُن ۾ بي جي پي 9 تڪن جي سيٽن تي کٽي (ڪامياب) آئي هئي، 4 ڊسمبر 2019 تي ڀارت جي ڪابينا ان بل کي منظور ڪيو ۽ انهيءَ کانپوءِ آسام جي شهر گوهاٽي ۾ زبردست احتجاج شروع ٿي ويو. آسام کانسواءِ ٻين پاڙيسري رياستن ۾ مظاهرا شروع ٿي ويا.[64] دسپور ۾ هزارين مظاهرين پوليس بيريڪيڊ کي ٽوڙِي ڇڏيو ۽ آسام اسيمبلي عمارت جي سامهون مُظاهرا ڪيا. [65][66] اگرتلا ۾ پڻ ڏاڍو زبردست احتجاج ٿيو.[67] انکانپوءِ تہ سموري ملڪ ۾ احتجاجن جو اڻ کُٽ سلسلو شروع ٿي ويو. ڪيترن ئي ننڍن توڙي وڏن شهرن ۾ ماڻهو سڙڪن (روڊ) نڪري آيا. جهڙوڪ دهلي[68][69]،، ممبئي[70]، بينگلور[71]، حيدرآباد، دکن[72] ۽ جئي پور[68] جي عوام پنهنجو احتجاج درج ڪرائيندي حڪومت کي بل واپس وٺڻ جي گُهرَ ڪئي. عوام سميت يونيورسٽين، ڪاليجن ۽ آءِ آءِ ٽي (انفارميشن ٽيڪنالاجي) ادارن جي شاگردن، اساتدن ۽ ٻين ملازمن پڻ ڪُلهوڪُلهي ۾ ملائي مظاهرن ۾ شريڪ ٿيا. آءِ آءِ ٽي ممبئي[70]، پريزيڊنسي يونيورسٽي، ڪولڪاتا[73]، جامعہ مليہ اسلاميہ[74][75][76]، دهلي يونيورسٽي[77] ۽ علي ڳڙھ مسلم يونيورسٽي۔[78] جي شاگردن پاران لاڳاتار احتجاج ڪيو ويو.

علي ڳڙھ مسلم يونيورسٽي ۾ پوليس جا اهلڪار بيهاريا ويا پر شاگرن جو جوش ۽ جنون نہ ٿيو. جامعہ مليہ اسلاميہ جي شاگردن تي پوليس لٺيون وسايون (لاٺِي چارج) ۽ ڳوڙها آڻيندڙ گئس (آنسو گيس) جا گولا اُڇلايا ويا جنهن سان ڪيترائي شاگيرد زخمي ٿي اسپتال ۾ علاج هيٺ داخل آهن.

اثر

مظاهرن سبب فلائيٽ ۽ ٽرينون بند ڪيون ويون.[79] آسام ۽ تريپورا ۾ حڪومت طرفان انٽرنيٽ جي سروس (خدمت) معطل ڪئي وئي آهي.[13] رنجي ٽرافي 2019-2020 جو آسام ۽ سروسز جي وچ۾ مقابلو منسوخ ٿي ويو.[80] گوهاٽي ۾ ڀارت جاپان سيمينار منعقد ٿيڻو هيو، جنهن ۾ وزير اعظم جاپان شنزو آبي جي شريڪ ٿيڻ جو پڻ آسرو هيو پر اهو پڻ رد ڪيو ويو.[81][82] فرانس، اسرائيل، آمريڪا ۽ گڏيل بادشاهت برطانيا پاران پنهنجي شهرين کي انڊيا (ڀارت) ۾ وڃڻ بابت خاص هدايتون جاري ڪيون ويون.[83][84]
